itchy scalp and stringy ends

ok so ive been no poo for 3 months now. i use a bs/water solution of about a 1/2 tbsp and 8oz water. then rinse with wv about 1 tbsp to 8oz water. i think i have hard water but not sure. i do this wash about once or twice a week and water only wash my hair in between that....probably every 2-3 days.

my goals: 
~to wash/wet my hair once a week. i have tried to go that long but it always looks bad and feel gross. i think im past the whole transition but maybe i should just tough it out some more and force myself not to wash it anymore than that often. i did a very gradual transition starting out with bs/vinegar every other day because my hair was so oily. it got better and i've been able to push it but i still cant go a full week.....or can i? lol. 

my issues:
~itchy scalp. that the number one problem. i tried acv, lemon juice, and finally have had the best results with wv as far as hair not being crazy oily. but still have a dry scalp with tiny little sores. it's not red or insanely itchy but the number one reason i wash my hair (WO or bs/wv)  is because it's itchy and feel dirty to me. is there something i can do when it gets itchy and dry other than washing my hair? 
~styling. i'm not asking to have perfect beautiful hair but i would like to not have to put it up everyday or braid it. i have long thin fine straight hair and before no poo was so oily that i had to wash everyday. the ends of my hair are stringy and completely flat (and also highlighted blonde but my hair on my scalp is not, i've got about 3 inch roots). i dont know what to do to make it look good. i like just parting my straight hair and have it down but the the stringy, flat and very easily tangled hair makes it hard. i have a boar bristle brush and i brush it a lot and it looks good when i brush it, but i go about my day and 30 minutes later i look at my hair and where it falls on the back of my neck it looks really stringy and tangled and stuff. the sad part is i can't tell if the ends are dry or waxy. but i know that the day i wash by hair with bs/wv my hair looks and feels great and the ends dont do that. do i need a product? should i wet the ends or put something on them? im a minimalist when it comes to product and heat styling.
